Job Description:
BASIC FUNCTIONS:
Participates in providing technical service to department and other Aramco organizations on marine matters and problems. Work requires application of expertise/background in the fields of structure (naval architecture) and/or main and auxiliary machinery (marine engineering). Typically incumbent would support offshore maintenance vessels (Safaniya & Karan Class).
Familiar with the technical aspects of marine repair and the practical aspects of marine operations, the administrative aspects of marine repair and the practical aspects of marine operations. The incumbent will be required to undertake and/or coordinate assignments with minimum supervision such as the following:
a. Project Engineering: Coordinate and define new vessel building projects from concept to delivery. Responsible for the identification and integration of classification society and regulatory body requirements into both new building projects and existing vessel modifications. Project value will vary from $25 m for individual vessel alterations where the incumbent is the technical approval authority, to a new construction program
valued at $10mm, where the incumbent is an integral part of the project team.
b. Port Engineering: Provide a comprehensive, cost effective maintenance and repair service to various vessels within the Aramco fleet which includes routine vessel inspections, preparation of detailed written repair specifications, labour and material estimates and on-site inspection during refit. Acts as the operating proponent superintendent's representative, to insure the proper and most cost-effective mode of repair (or replacement) for items of vessel's equipment. Conducts pre and post repair trials of all equipment and accepts the vessel prior to it being placed back in service. Ensures that all necessary repairs/inspections are accomplished to classification society standards. The value of maintenance refits for vessels varies from $70 m to $450 m per vessel and the incumbent will be responsible for progressive inspection and certifying as complete 5 to 8 refits annually.
c. Maintenance Coordination: Provide comprehensive support in the planning and accomplishment of ship repair activities. Specific areas of responsibility will include planning, quality assurance, diagnostics, material identification, review/resolution of labour and material identification, review/resolution of labour and material estimates, and the scheduling of work for accomplishment, consistent with available manpower and other operational and material constraints.
The value of refit work administered annually is $7 mm which includes work accomplished by contractor personnel, assigned shift maintenance workers, as well as work accomplished by others as below-the-line expense.
The incumbent is expected to work either independently, or as a member of a team effort. In either case, he is expected to carry out his assignments with minimal technical guidance and assistance.
PRINCIPAL CONTACTS:
Internal: Makes frequent contacts with representatives of served organizations, both for the purpose of defining new vessel requirements and assisting with justification development, as well as resolution of current operational problems with existing vessels. Routine contact with Purchasing, Material Support, Accounting, Law, Auditing and Contracts Departments is required. Within the Marine Department frequent contacts will
be maintained with divisional superintendents, unit heads and maintenance personnel in resolving routine operational problems and accomplishing scheduled vessel refits.
External: Makes frequent contacts with ASC and AOC Engineers, engineering firm consultants, equipment manufacturers and vessel builders to resolve design, technical and operating matters.
Contacts with contractors concerning contract scope, price negotiation, performance evaluation, and to resolve points of disagreement on operations or costs.
MINIMUM REQUIREMENTS:
Relevant B.S. Degree in Engineering.
Seven (7) years' experience in relevant marine service preferably vessel operations, and/or vessel construction/repair.
Perform analysis and studies in depth, make professional presentations, and keep up with technical advancements; Arabic knowledge is added advantage.
Sound knowledge and experience with international regulatory body requirements, classification standards, marine engineering practices, specifications and rules.
Working knowledge of basic economic principles sufficient to allow cost/benefit analysis to be part of decision making process.
