Position Name: Estimating Engineer
Job Description:
Basic Functions:
Develops multi-discipline conceptual and definitive estimates for heavy industrial, commercial, and residential capital projects including all cost aspects of engineering, material/equipment, and construction.
Scope:
Capable of development and evaluation of multi-discipline conceptual and definitive project estimates utilizing manual and/or computer systems. Works under general direction of unit supervisor but can perform overall estimating functions independent of supervision and can serve as work director of estimating group/unit when required. Can represent Estimating Services to assist project management and contracting personnel with bid evaluations and may participate in negotiations for lump sum, unit rate and reimbursable cost contracts as well as change orders and amendment.
Principal Contacts:
Internal: Continual contact with cost engineers, planning/scheduling engineers, Unit Heads and other senior level estimators.
External: Continual contact with project management, materials supply and contracting personnel. Occasional contact with Executive Management, local and international contractors.
Minimum Requirements:
Bachelor of Science in Engineering or Professional Engineering (PE) registration
Minimum of 9 years estimating experience including at least 5 years devoted to petrochemical, refinery, pipeline, or power generation projects. Must be familiar with construction practices, materials and equipment.
Principal Duties: :
Provides overall estimating technical expertise and coordinates activities as group/unit leader when required.
Provides professional expertise in the resolution of complex estimating problems.
Prepares multi-discipline, conceptual and definitive cost estimates for Capital Projects.
Reviews estimates prepared by other estimators (II, III and IV level) to ensure accuracy, completeness, and compliance with the scope of work, including those developed by contractor, that may need revising to reflect construction practices in the Kingdom.
Assist project management and contracting personnel with bid analysis and contract negotiations.
Advises lower level estimators of company estimating methods/procedures and provides estimate breakdown direction.
Keeps abreast of significant developments in cost estimating by close review of technical literature, contacts with contractors, visit to areas of construction and attendance at professional and technical meetings.
